De sus şi cu boltă

Manneken pisALegea alegerilor locale a fost adoptată, ieri, şi de Camera Deputaţilor, cu o largă majoritate de voturi. Preşedintele va trebui să promulge legea în această formă. Deci e definitiv: primarii vor fi aleşi într-un singur tur, cu majoritatea celor prezenţi la vot, iar preşedinţii Consiliiilor Judeţene vor fi aleşi indirect, prin votul majorităţii simple a consilierilor judeţeni. O lovitură dată democraţiei, o consolidare a poziţiilor şi privilegiilor clasei politice aflate acum la butoane. Putere şi Opoziţie, în deplin consens în Parlament. „De pe vremea USL-ului n-am mai avut aşa o majoritate” – rînjeşte Ponta.

Cei mai cîştigaţi de pe urma acestei legi sînt primarii aflaţi în funcţie şi care doresc un nou mandat. Îl vor obţine, în proporţie covîrşitoare. Practic, primarii în funcţie au de făcut două lucruri mari şi late pentru a fi realeşi: 1.Să nu facă greşeli majore de imagine şi 2. Să nu-i salte DNA-ul pe ultima sută de metri. În rest, pot sta liniştiţi. Nici nu e nevoie să se spetească cu asfaltări, curăţenie, iluminat public, cîini vagabonzi, locuri de joacă pentru copii etc etc. N-am putut face mai mult în acest mandat? Mai daţi-mi unul, ca să am posibilitatea de a le rezolva, dragi cetăţeni!

Partidele din care provin primarii în funcţie nu vor risca să propună şi să susţină un alt candidat, chiar dacă nu sînt pe deplin mulţumite de activitatea actualului primar. E prea riscant şi nici un politician nu e dispus, pe persoană fizică, să-şi asume un astfel de risc. Aşa că vor strînge din dinţi şi vor merge cu prostul actual pentru încă un mandat.

La Deva, primarul Petru Mărginean poate sta liniştit. S-a născut într-o zodie norocoasă. Propriul partid, în care a ajuns speculînd Ordonanţa Traseiştilor, adică PNL-ul, nu are forţa necesară şi nici oameni care să-i pună în pericol o nouă candidatură. Îl vor susţine pentru un nou mandat. Dinspre PSD – niciun pericol, atîta timp cît cel mai de seamă produs politic al socialiştilor, în municipiul reşedinţă de judeţ, este veşnic însetatul Ovidiu (Tati) Moş, ajuns în înalta funcţie de viceprimar. Pe de altă parte, DNA-ul are alte lucrări mai mari în oraş şi judeţ ca să se ocupe, de exemplu, de locurile de joacă făcute la preţuri exorbitante de actuala adminstraţie locală sau de contractele de asfaltare atribuite prin încredinţare directă. Echipa de imagine a propriei televiziuni lucrează eficient, ca şi pînă acum, pentru primar. Petrică nu bea, nu umblă la femei, e băiat frumos (şi sănătos). Singurul risc este ca, din setea de imagine publică, să-şi ataşeze trupei profesioniste de propagandişti de la Antena 1 Deva indivizi dubioşi şi instabili pshihic, de genul boschetarului care a contribuit la moartea unui copil bolnav. În rest, felicitări pentru un nou mandat!

Aceleaşi felicitări se cuvin şi viitorilor realeşi din municipiile Hunedoara, Petroşani, Brad, Orăştie. Singurele localităţi în care campania electorală pentru primării se joacă este acolo unde primarul aflat acum în funcţie nu mai candidează. Niciun primar nu şi-a anunţat intenţia de a renunţa, aşa încît doar DNA-ul mai poate relansa competiţia.

Preşedinţii de Consilii Judeţene aflaţi în funcţie se bucură şi ei. Vor fi realeşi cu voturile consilierilor judeţeni, fiindcă atunci cînd eşti în fruntea unui for judeţean ce împarte un buget de zeci de milioane de euro (peste 80 de milioane de euro, în cazul judeţului Hunedoara), ai mereu ceva de oferit şi recunoştinţă de primit. Aici grijile sînt şi mai puţine, în sensul că imaginea publică nu e o problemă chiar atît de importantă, atîta timp cît viitorul preşedinte de Consiliu Judeţean e ascuns pe o listă de partid. Grija lui principală e să fie ales consilier judeţean, după care începe negocierea pe sub masă cu ceilalţi consilieri.

Preşedinţii aflaţi în funcţie în acest moment au început, deja, campania de captare a bunăvoinţei celorlalţi actuali şi viitori consilieri. Chiar acum este în plină desfăşurare o excursie pe bani publici, la care participă 16 consilieri judeţeni (majoritatea de la PNL), 13 primari din judeţ (majoritatea de la PNL) şi alţi 11 atîrnători de la instituţiile aflate în subordinea Consiliului Judeţean Hunedoara sau din aparatul Consiliului Judeţean. La care se adaugă soţii, amante, gagici, curve, admiratoare, ziariste de casă. Destinaţia impresionantei delegaţii este Bruxelles. Scopul: să ducă acolo două roll-up-uri pe care scrie „Judeţul Hunedoara”. Mai sînt şi două fanioane de expus acolo, aşa ne anunţă comunicatul oficial al Consiliului Judeţean. Dar ce vă povestesc eu aici, cînd comunicatul e mult mai savuros:

„Cu ce se prezintă judeţul Hunedoara la Bruxelles

Hunedoara se va prezenta la Bruxelles cu un stand reunind principalele elemente de identificare ale judeţului. Atenţia vizitatorilor va fi atrasă spre standul hunedorean de două roll-up-uri în care sunt oglindite, într-o grafică deosebit de atractivă, vestigiile istorice de la Sarmisegetuza Regia din Munţii Orăştiei, şi Castelul Corvinilor de la Hunedoara. Standul va fi străjuit de două fanioane, unul a judeţului Hunedoara, iar celălalt al României.”

(apropo, “unul a judeţului Hunedoara”, analfabeţi mici?)

Costul excursiei din bani publici: aproape două miliarde de lei vechi. Plus cheltuieli neprevăzute, dacă vor exista, desigur. Fiindcă merită, bă! Ce-i aia, 45.000 de euro? Nu merită aleşii hunedorenilor puţină destindere? E aşa o sumă? Adevărul este că există şi o parte bună a moştenirii lăsate de fostul preşedinte de CJ, Mircea Moloţ: a ridicat ştacheta foarte sus! După prăduiala de milioane de euro din bugetul judeţului, o coţcăreală de pînă în 50.000 de euro pentru o plimbărică la Bruxelles pare aproape un gest emoţionant de pioşenie faţă de banul public. Mulţumim, bă, că n-aţi luat mai mult, sărumîna! Mîncaţi ciocolată şi beţi bere şi pentru noi, că v-o fi foame şi sete, sărăciilor! Vă mai luaţi şi un chiloţel, un ciorăpel, din diurnă. Opriţi, mă, şi la Parndorf, la solduri, să vă şi încălţaţi. Nu uitaţi să vă faceţi poze la Manneken Pis şi imaginaţi-vă că voi sînteţi copilul ăla care se pişă de sus şi cu boltă în capul poporului prost.

Da, domnule Gligor, aşa se face treaba, din vreme şi cu metodă. Tot şeptelul ăla plimbat pe banii noştri o să vă dea votul, fiţi sigur. Felicitări şi dumneavoastră pentru viitoarea realegere în funcţia de preşedinte al Consiliului Judeţean!
